Can I change plan later?

Yes. You can move up or down at any time from your account.

What happens if I go over my quota?

The request is refused with HTTP 429 and a Retry-After header — it is not served and not billed as an overage. A per-minute limit clears within 60 seconds; a monthly quota resets at the start of the next month.

Is there a free tier?

Yes. Developer is free and gives you 1,000 requests a month, with no card required.
